With wind-packed snow, all you need is a snow saw. That's rare around here, though, so most of the time we use molds, either purpose-made, five-gallon buckets, or coolers.
It's important to start on level ground and with a perfect circle.
The first few times are frustrating, and the roof will likely cave-in before you can finish. Stick with it, though, and you'll break the code.
I'm always surprised at how quiet they are inside.
